TAIN Scottish Enamel & Silver Cufflinks 

I don't think these cufflinks are sterling although the tops may be. With help I found out that " The Royal Burgh of Tain has a long and fascinating history. It was granted its first royal charter in 1066, making Tain Scotland's oldest Royal Burgh , an event commemorated in 1966 with the opening of the Rose Garden by Her Majesty Queen Elizabeth the Queen Mother." They have a website with the history of Tain.

Antique Gold Filled Cufflinks Signed

These are signed with a hallmark and appear to be gold filled. The hall marked is a WGC each in a shield. I see no other marks on them. They measure about 1/2" square.
